Casino Licences Compared

Six jurisdictions, ranging from minimal to genuinely demanding oversight

A gambling licence does two things: it lets the operator legally accept bets, and it gives a player somewhere to escalate when something goes wrong. Those two functions are not equally strong across the jurisdictions that licence crypto casinos. Curaçao is the most common licence and the lowest bar; Anjouan is newer and slightly looser; Costa Rica isn't really a gambling licence at all; Malta and Isle of Man are the genuine player-protection jurisdictions, with the operational standards to match. This index covers six of the licences you'll see on operator footers, with notes on what each licence actually means for you as a player.

Curaçao

Curaçao Gaming Control Board

Curaçao is the most common licence at crypto-native casinos by a wide margin, partly because the framework historically allowed sub-licences (one master licensee could distribute to multiple operators), partly because the cost was low, and partly because Curaçao didn't prohibit crypto operation. The 2023 framework reforms tightened sub-licensing rules and raised standards, but the licence remains relatively permissive compared to MGA or Gibraltar. Players should treat Curaçao licensure as a baseline rather than a strong guarantee. We list operators with current valid Curaçao licences and good standing under the new framework.

Anjouan

Government of Anjouan, Comoros

Anjouan is one of the newer jurisdictions to enter the online-gambling-licensing market and has grown quickly as a Curaçao alternative since 2022. The framework is permissive, costs are lower than even Curaçao's post-reform tier, and the licence has become the default for new crypto-native launches in 2024-2026. Operator-side recourse for player disputes under Anjouan licensure is weaker than under most established jurisdictions; we list operators here with that caveat and a focus on those with strong direct-resolution track records.

Malta

Malta Gaming Authority

The Malta Gaming Authority operates one of the most established and respected gambling licences in Europe. MGA licensure requires substantial compliance investment from the operator — KYC, AML, player-protection, advertising restrictions — and the practical effect is that fully MGA-licensed crypto-native operators are rare. Most operators with an MGA presence run a separate licensed fiat-focused brand alongside an offshore crypto-native operation. We list this page for operators that have actually committed to MGA on the crypto side or that hold dual licensure with the crypto operation on an offshore licence.

Costa Rica

Costa Rica (no central gambling regulator)

Costa Rica does not operate a dedicated gambling regulator and 'Costa Rica licensure' for an online operator typically means the operator has a general business licence and operates from Costa Rica without specific gambling oversight. The framework is the most permissive of any commonly-cited jurisdiction and player-side recourse under Costa Rica operation is the weakest. We list this page for transparency rather than recommendation; Costa Rica operation is a tier below Curaçao and Anjouan in terms of regulatory backing.

Kahnawake

Kahnawake Gaming Commission

The Kahnawake Gaming Commission is operated by the Mohawk Council of Kahnawake in Quebec and has been one of the longer-standing North American online-gambling-licensing bodies. The framework is respected but the licence is less common at crypto-native operators than Curaçao or Anjouan because the requirements are more substantial. We list this page for operators that have committed to Kahnawake licensure; the bar is high enough that the licence carries weight on its own.

Isle of Man

Isle of Man Gambling Supervision Commission

The Isle of Man's Gambling Supervision Commission operates one of the most respected gambling licences in the world, with strict capital requirements, player-protection rules, and AML enforcement. Few crypto-native operators have committed to Isle of Man licensure because the standards are demanding; the ones that have are visibly serious operations. We list this page for the small group of operators in that category.
